The Sparks City Council will have a full agenda today, accommodating all the items from last week’s scheduled council meeting as well as the items scheduled for discussion this week. The Sept. 8 council meeting was adjourned because of an incorrect posting on the city’s Web site, stating that the meeting would be held on Tuesday rather than Monday.
One highlight on the council’s agenda will be the discussion and possible approval of the 2008-2009 city-wide budget cuts. The particulars of these budget cuts were not explained in preliminary staff materials.
Other items for discussion on this week’s agenda include:
• From January 2006 until Dec. 21 2007, the Northern Nevada Adult Mental Health Services (NNAMHS) campus on Galletti Way received discounted sewer rates from the city of Sparks, according to city staff reports. The sewer billing for the facility was based on average water consumption during the winter months. On Monday, the NNAMHS will request that the city reinstate the special sewer rate as well as extend the rate retroactively. The retroactive portion of the request would apply to the bills paid starting Jan. 1. If approved, the city would refund NNAMHS an estimated $6,000 for the retroactive discount.
• According to staff reports, additional civil engineering and landscape design work is needed for Victorian Square redevelopment. The council will consider entering into a Consultant Services Agreement with Hunter Creek Engineering to perform those services. The engineering firm has been formally working with the city since Dec. 19, 2005, providing consulting engineering services to the city for the first phases of the Victorian Square redevelopment project. Phase 1A has been bid, approved and constructed. Now, phase 2A of the project needs the proper research done before the bidding process can begin for construction. Phase 2A includes the areas east of the plaza, in front of the Cinemax Theater. It does not include the area west of the plaza, where the city plans to build its new municipal building.
* Nichols Boulevard, from Howard Drive to McCarran Boulevard, has some sidewalk that the city would like to remove. As an improvement project on the road gets underway, the council is requesting that the Regional Transportation Commission remove and replace the sidewalk in that strip of road.
• The council will consider entering into an independent contractor agreement with Real Estate Research Consultants as they continue to monitor the issuance of Sales Tax Anticipated Revenue Bonds for the Legends at Sparks Marina Project. The company would provide sales tax estimates for the series B bonds issued to RED Development for the Legends project.
* Alf Sorensen Community Center has a leaky roof and the city council will be considering the approval of funds to fix it. They will consider a professional services contract with Licata Hansen Associates Architecture in the amount of $38,550 for a portion of the roof’s design, including new gutters, electrical as well as consultation on construction until the completion of the project.
• The council will consider accepting a grant from the State of Nevada Office of Traffic Safety to pay for Sparks Police Officer’s overtime work. The grant amount is $65,000 and is offered through the office’s Joining Forces program.
• A pair of Sparks roads have been identified by the city as needing improvement. The roadway on Breaker Way, from Greenbrae Drive to I Street, as well as Goldy Way, from Baring Boulevard to Howard Drive, are scheduled to receive new asphalt, a handicap ramp, striping and legends. Bidding for the project has closed and Monday, city staff will suggest that Peavine Construction be given the job. The amount approved for the construction would be $315.835.
