Frank Lepori Construction has worked in conjunction with El Sol de Nevada Soccer League, a Hispanic organization that has coordinated an indoor soccer league for seven years. The leagues have been competing inside Wooster High School and the company expressed desire to move to a larger facility to host their nightly games.
City Planner Tim Thompson said Frank Lepori Construction will be occupying about 30,000 square feet of the facility at 1580 Hymer Avenue in the Sparks industrial area. Lepori will allow for 20,000 square feet to be used for two soccer fields including room for restrooms and a snack bar.
“Staff has been working with Mr. Lepori for quite a while and he was able to purchase this part of the building, and has since been renovating it,” Thompson said. “I think Mr. Lepori has done an amazing job of landscaping where it was appropriate and we also have some new site improvements there as well.”
City of Sparks staff and Frank Lepori Construction faced a major hurdle when transforming the property into a recreational facility due to the amount of parking that is required for a 20,000 square-foot facility. According to Thompson a facility of such size must have 100 spaces of parking and, in order to provide additional parking, Lepori’s ownership of the property east of the new facility will allow for additional parking.
“In essence there are 55 or so spaces at the existing location and then because he owns the property down the way we can accommodate to fit the city’s code,” Thompson said.
The “non-concurrent joint use” policy in Sparks causes concern when a recreational facility shares parking with adjacent industrial businesses, therefore El Sol de Nevada will be holding its games beginning at 5:30 p.m. or later, avoiding normal business hours for area businesses.
According to the City of Sparks, a recreational facility is a permitted use provided the location meets certain standards and avoids railway access. City planners said an “easement for a railroad spur” was located at the property’s rear, but the railroads tracks have been removed and the easement is unrecorded, according to the Washoe County Assessor's map.
In addition to the requirements met by the property owner for the Special Use Permit, the soccer Club must file for a Temporary Use Permit if a tournament is held, bringing in more teams than the usual four able to compete at once. Thompson said the building owner, police and fire departments will all be aware of what is happening at the facility and be able to take the necessary adjustments.
