RENO — On Monday at about 4 p.m., a Nevada Highway Patrol trooper observed a motorist make an unsafe lane change, cutting off another eastbound motorist in the adjacent lane. This traffic violation took place on eastbound Interstate 80 just east of the Wells Avenue interchange. A traffic enforcement stop was made on the errant blue 2006 Chevrolet truck and the driver was identified as 25-year-old Michael T. Silva of Sparks.

Silva displayed signs of being under the influence of drugs while the trooper was explaining the reason for the enforcement stop. Silva submitted to the three standardized field sobriety tests as well as taking the Dräger Drug Test 5000 saliva swab test, which produced positive results for cannabis and opiate drug use.

Additionally, the Nevada Parole and Probation Division had a no-bail felony warrant for Silva’s arrest. The warrant was issued from the Second Judicial District Court charging Silva with failing to comply with drug court. The warrant was issued on Nov. 17.

Silva was placed under arrest without incident. Although Silva admitted to possessing a small amount of drugs in his truck, troopers located 42 grams of hashish packaged in two separate baggies, along with a marijuana crusher and a small scale, while conducting an inventory search of his vehicle.

He was transported to the Washoe County jail where he submitted to an evidentiary blood test and was booked on the following charges:

• Driving under the influence of drugs, first offense

• Unsafe lane change

• Possession of hashish/marijuana

• Being under the influence of a controlled substance

• Unlawful use of a controlled substance

• Possession of drug paraphernalia

• Felony failure to appear drug warrant (no-bail)
