Wisc. fugitive arrested in downtown Reno

RENO — At about 9:15 a.m. Monday, Reno police officers responded to the Sand’s Hotel Casino located at 345 N. Arlington Ave. on report of a suicidal man hanging out of his ninth story room window. On arrival, officers learned the man in question was 48-year-old Randy Russell, who was the subject of a recent downtown Reno search to help the State of Wisconsin locate Russell, who wanted for sexual assault. Security was in the room when officers arrived and he was threatening to jump. Officers spoke with him until negotiators could get to the scene. A three-hour dialogue ensued between Russell and the negotiators who eventually talked him into surrendering. Russell was arrested and charged with a no bail fugitive warrant from Wisconsin.
